Nobel Laureate, Dr. William Phillips of the National Institute of Standards and Technology, will give a lecture at Norfolk State November 13 @ 1:30 p.m. in the L. Douglas Wilder Performing Arts Center. His lecture is titled, “Time, Einstein and the Coolest Stuff in the Universe.”
